Talent & Recruiting · Hiring operating system

A hiring system, not a series of searches.

For companies hiring continuously: standardized intake, scorecards, evidence requirements, clear recruiter ownership, designed pipelines, shared visibility and reporting — assembled into one operating system your team can run repeatedly.

What the system contains

Ten components. One operating standard.

  1. 01

    Role-intake standardization

One intake format for every role: business outcome, must-haves, disqualifiers, comparable backgrounds, seniority calibration and decision-makers. Sourcing does not begin until the brief is agreed in writing.

  2. 02

    Hiring scorecards

Each role carries a scorecard derived from the intake — the small number of weighted criteria the hire will actually be judged on, agreed before any candidate is seen.

  3. 03

    Candidate evaluation criteria

Criteria are written as observable behaviours and outcomes rather than adjectives, so two interviewers assessing the same candidate reach comparable conclusions.

  4. 04

    Evidence requirements

Every rating must be supported: screening notes, worked examples, references to specific experience. A score without evidence is not a score — it is an opinion.

  5. 05

    Recruiter ownership

A named recruiter owns each role: calibration, sourcing, screening, written recommendations and the client conversation. Ownership is explicit, not distributed across a team inbox.

  6. 06

    Pipeline design

Stages, entry and exit criteria, service levels and coverage targets are defined per role type — so a stalled pipeline is visible as a fact, not a feeling.

  7. 07

    Candidate comparison

Shortlists are presented ranked and side by side against the same scorecard, making trade-offs explicit before interview time is committed.

  8. 08

    Client visibility

The hiring team sees every role, candidate, stage and note in one place, at any time, without asking for a status update.

  9. 09

    Communication cadence

A defined rhythm: confirmation after intake, first calibration review, shortlist review, and decision checkpoints — each with a stated owner and expected output.

  10. 10

    Reporting

Coverage, stage progression, decline reasons and decision speed reported consistently enough to be reviewed by a leadership team and acted on.

Hiring-process bottlenecks

Where hiring actually breaks.

  • Undefined brief

The role is described differently by each stakeholder, so the shortlist can never be right.

  • Shifting criteria

Requirements move after candidates appear, invalidating everything already assessed.

  • Unstructured screening

Each conversation covers different ground, so candidates cannot be compared.

  • Missing evidence

Recommendations rest on recall, and the decision meeting reopens settled questions.

  • Ownership gaps

No single person is accountable for the role, so it slows quietly.

  • Invisible pipeline

Status lives in inboxes; problems surface weeks after they started.

  • Decision latency

Strong candidates disengage while feedback moves between calendars.

  • No institutional memory

Learning from each search disappears instead of improving the next one.

How TaaSFlow supports the operating system

The system needs somewhere to live.

TaaSFlow — a Flow Group Ventures company — is the workspace the hiring system runs inside. FGV designs the standard; the application holds the records, evidence and pipeline. We explain it here and link to it; we do not rebuild it on this website.

  • Structured intake, captured once

The agreed brief is stored as the role record every later step references.

  • Scorecards attached to the role

Criteria travel with the role rather than living in a document nobody reopens.

  • Evidence held with the candidate

Recruiter notes and supporting material stay attached to the candidate record.

  • Ranked shortlists

Candidates presented in order, with the reasoning behind the order visible.

  • Comparison view

Shortlisted candidates weighed side by side against the same criteria.

  • Pipeline and stages

Stage, owner and movement visible to both sides in real time.

  • Messaging and notifications

Cadence supported by the system instead of chased by email.

  • Reporting surface

Coverage and progression reported from the same records the work runs on.
